Abstract

This article analyzes the socio-political and economic leadership of Qusayy ibn Kilab (RA) and his transformative role in reorganizing pre-Islamic Meccan society. It argues that Qusayy unified the dispersed clans of Quraysh, centralized authority around the Kaʿbah, and established institutional structures such as Dār al-Nadwah, along with organized religious offices including ḥijābah, siqāyah, and rifādah. These reforms marked the transition of Mecca from tribal fragmentation to structured civic order. The study further highlights his economic and welfare initiatives, including urban settlement planning, management of water resources, collective financial support for pilgrims, and the foundations of commercial alliances later reflected in the Qur’ānic concept of īlāf. Collectively, these measures fostered socio-economic stability and prepared the institutional groundwork that later supported the mission of the Prophet Muhammad (ﷺ).
